The Construction Products Association’s Primary Authority Agreement is now finalised and available for members to sign up to. It covers websites and Declarations of Performance and CE marking plus some very useful clarification about use of electronic means (e-mail) for provision of the actual CE mark. It requires careful reading.  

Primary Authority Agreement on Use of Websites Under the CPRThe CPR recognizes that manufacturers may want to use web sites as a way of providing information on their products. However, the precise details of what will be permitted is not set out in the text of the regulation, that being left to a future delegated act which will probably be enacted late 2013, early 2014.

In the meantime many manufacturers may wish to set up web sites in advance of the July implementation of compulsory CE marking as for many there is no practical way of supplying Declarations of Performance (DoPs) in paper form. In order to reduce the risks of UK enforcement bodies challenging non paper systems given the absence of clear regulatory information, the Construction Products Association (CPA) has negotiated a Primary Authority agreement with Cambridgeshire Trading Standards.

Individual member companies may make use of the Assured Advice by signing up to the Primary Authority agreement. To do this members should contact the BWF and ask to them to put their details forward to the CPA.

In the autumn 2013 the government’s own Primary Authority website is expected to go live and the list will be transferred to that.
